NALIP and WORLD Channel Announce $15K Media Grant RFP in Support of American Graduate

The NALIP WORLD Channel American Graduate Digital Video Project RFP Will Award Three $15K Grants to Create Digital Video Shorts

Overview:
The NALIP WORLD Channel American Graduate Digital Video Project is a competitive open call to media producers to submit RFP (Request for Proposals) for digital video shorts in support of American Graduate:  Let’s Make it Happen.

American Graduate: Let’s Make it Happen is a public media initiative made possible by the Corporation for Public Broadcasting (CPB) to help communities address the high school dropout crisis and keep more students on the path to success in college and careers.  The initiative supports the creation of national and local content that increases understanding and dialogue around the social, economic, and policy complexities surrounding the dropout issue and highlights solutions to help spur action at the local level.

Description:
The RFP should be submitted by 11:59 p.m. PST, Friday, August 15th, 2014 - APPLY HERE.

Selected producers will be notified by Monday, October 6th, 2014.
The final three (3) selected proposals will receive a $15,000 grant to produce the digital video short or short series for distribution via World Channel. Selected producers will work with NALIP and WORLD Channel throughout the development, pre and post production processes, all working towards a WORLD Channel premiere airdate in the spring of 2015.

A budget should be reflected within each proposal outline, while exploring an innovative concept surrounding the American Graduate theme and adhering to WORLD Channel's public media provided guidelines.  

NALIP and WORLD requests the following application materials for consideration:
• Submission form and work sample
• Concept proposal (including how concept is appropriate for public media)
• Budget outline 
• Production timeline.

Background:
Funding for the NALIP/WORLD American Graduate digital video project will be provided by CPB. CPB launched the American Graduate: Let’s Make It Happen initiative as a response to the dropout crisis in which nearly one million children fail to graduate with their peers each year. Since 2011, more than 80 public media stations and national content producers have played a significant role in increasing awareness of the issue and inspiring caring adults to get involved. Over the next two years, American Graduate public media stations will work with their local communities to develop long term solutions in early childhood education; focus on where graduation gaps exist for students of different races, ethnicities, family incomes, and disabilities, as well as those with limited English proficiency; and celebrate local leaders and every day heroes who are committed to improving outcomes for youth as “American Graduate Champions.” More information about the initiative is available at http://americangraduate.org/.  

WORLD is a 24/7 national multicast channel that features dynamic documentary and news programming from across the country and around the world. WORLD offers the best of public television’s nonfiction programming from respected, award-winning journalists as well as original content from emerging producers. WORLD offers a second home to FRONTLINE, NOVA, American Experience, Nature, P.O.V., PBS NewsHour, Independent Lens, Tavis Smiley, Washington Week, and other PBS news shows. WORLD also features multicultural producers and work that is by, about, and for communities of difference, including race, religion, culture, ethnicity, gender and abilities. WORLD aims to appeal to public television viewers interested in new voices, emerging technology and social media.

RFP Review and Selection:
Proposals will be reviewed by NALIP, WORLD, and CPB staff. Final decisions will be made by NALIP and WORLD in consultation by CPB.  Successful applicants will be required to sign a binding agreement with CPB who will administer the agreement. NALIP and WORLD will provide all development and production assistance.

Timeline:
August 15th, 2014 - Deadline for Submissions via NALIP. 
October 6th, 2014 - CPB Announces Selection and Approval of Three Individual Grants.       
October 15th - November 15th, 2014 ​- Execution of Agreements and First Initial Meetings with WORLD, NALIP and Selected Producers.
November 15th - December 15th, 2014 - Production of Digital Video Shorts.
December 15th, 2014 - January 30th, 2015 ​- Post Production of Digital Video Shorts.
February 1st, 2015 -  Final Approved Digital Video Short Segments Due to WORLD Channel. 
*Spring 2015 - Digital Video Shorts Broadcast on WORLD Channel. 
*Scheduling and broadcast of shorts is at the editorial discretion of WORLD Channel. 

CPB Conditions:
CPB is not responsible for loss or damage to material submitted with or in support of this open call.  Any submission to CPB shall become the property of CPB (not including any intellectual property rights contained in such submission), and CPB is not required to return any submitted materials to any Applicant.  CPB is not responsible for any violation of copyright, trademark, patent, trade secret, or other rights that may result from disclosure made by response to this open call.

Solicitation by CPB of proposals does not constitute an agreement by CPB to extend funding to any party for the project under consideration.  CPB may, in its sole discretion, elect not to pursue this project in any manner.

By submitting a proposal, each Applicant grants to CPB the right to duplicate, use, disclose, and distribute all of the materials submitted for purposes of evaluation, review, and research.  In addition, each Applicant guarantees that the Applicant has full and complete rights to all of the information and materials included in the proposal.  Each Applicant also guarantees that all such materials are not defamatory and do not infringe upon or violate the privacy rights, copyrights, or other proprietary rights of any third party. 

Conditions of Agreement
If a proposal is selected for funding, Applicants will be required to sign a binding agreement. Until both parties have signed an agreement, no express or implied commitment has been made to provide financial support. Applicants are not authorized to commence work until the agreement is fully executed. If Applicants opt to commence work, they do so at their own risk.  No oral or written statement other than the signed, written agreement will govern or modify the relationship.

As a condition of agreement, Applicants must guarantee that, among other things, any work they undertake on behalf of CPB is not defamatory and will not violate or infringe upon the privacy rights, copyrights, or other proprietary rights of any third party. Applicants must also agree to indemnify CPB against any loss resulting from breach of any of the guarantees contained in the agreement.

Those receiving funds from CPB must be able to comply with a number of requirements that will be included in the operative agreement. These requirements include but are not limited to:

(1) Maintenance, for 3 years following receipt of relevant funds, of all financial records to the project, which records shall be accessible to CPB, and to the U.S. Comptroller General or other representatives for examination and audit purposes. (Applicant will additionally ensure that any subcontractors or consultants under the agreement shall also maintain such records for the period specified and under the same terms);  

(2) Maintenance, for 3 years after approval of a final financial report, of a complete file of all subcontracts and other agreements, licenses, clearances, and other documents related to the work undertaken, copies of which shall be made available to CPB on request;

(3) Compliance with equal employment opportunity and nondiscrimination laws and policies;

(4) Applicants will be required to provide documentation as to actual costs, and provide supporting detail demonstrating that all costs are reasonable, necessary and allocable to the requirements and objectives of the work undertaken; and 

(5) All research and materials created, developed, compiled or produced pursuant to or as a result of this project (including but not limited to all reports) will be considered ordered and commissioned by CPB as works made for hire under the copyright laws, and made in the course of services rendered. If, for any reason, the proposed research and materials to be provided are not considered works made for hire under the copyright laws, then the Applicant will be required to assign all right, title and interest in and to such research and materials to CPB. Applicant further agree that neither they, nor any of their subcontractors, will have any copyrights or other intellectual property rights whatsoever in any research and/or materials created, developed, compiled or produced by them or by any subcontractor, or by any third party participating in the preparation of research or materials for this project.

(6) The agreement will be governed by construed in accordance with the laws of the District of Columbia without regard to its conflict of law provisions.

Other material terms and provisions will be set forth in the documents provided to the Applicant that successfully completes the selection process.

CPB will have complete rights to the reports created as deliverables for this project.

CPB will not be responsible for any costs incurred by an Applicant in preparing and submitting a proposal, or in performing any other activities relative to this solicitation.

Additional Requirements:
Applicant will recognize CPB funding support by including a CPB American Graduate logo (in accordance with CPB standards and approval) on content.

Produced content will be made available online via a third party player, such as worldchannel.org or pbs.org, for embedding on http://americangraduate.org.
